Effective January 1, 2006, all Vendors and persons acting on their behalf who communicate with ITS with respect to certain procurements are subject to the requirements and restrictions set forth in Chapter 1 of the Laws of 2005, as amended by Chapter 596 of the Laws of 2005 (“the Procurement Lobbying Act”).
For procurements within the scope of the Procurement Lobbying Act, ITS is required to establish a “Restricted Period” during which certain types of communications may only be made to an ITS “Designated Agency Contact.” During the Restricted Period, certain other types of communications are permitted to be made to the “ITS Solicitation Contact.” Vendors and persons acting on their behalf should consult the ITS Procurement Lobbying Guidelines for Vendors for further guidance on the nature of the communications which may be made to the Designated Agency Contact and Solicitation Contact, respectively.
Notice of Pending Restricted Period, ITS Designated Agency Contacts and Solicitation Contacts will be posted at the link entitled ITS Restricted Periods Currently in Effect and, as applicable, in the New York State Contract Reporter. Vendors and persons acting on their behalf doing business, or seeking to do business, with ITS should visit that link for updates on Pending Restricted Periods before contacting ITS about procurement matters.
