Brian Digman Honored As 2012 NYS Public Sector CIO Of The Year

Tax technology veteran cited for “great leap forward” in customer service, innovation; Led effort to revolutionize systems and software at State Tax Department



Albany, NY (April 19, 2012)

Brian Digman, the Chief Information Officer (CIO) of New York State’s Department of Taxation and Finance, has been named the state’s CIO of the Year by Government Technology Magazine.

 

The CIO of the Year award recognizes individuals for exemplary leadership, strategic vision, innovation and collaboration. Mr. Digman, a state employee for more than 25 years, was selected for “orchestrating the Department’s technology transformation into a modern agency.”

 

“On behalf of the state IT community, I congratulate Brian Digman on being named the 2012 New York State CIO of the Year. Brian’s leadership and innovation have had a powerful impact on virtually all aspects of his agency’s technical operations,” said Daniel C. Chan, acting New York State Chief Information Officer and Acting Director at New York State’s Office for Technology, in presenting the award during the 6th Annual New York State CIO Academy.

One of Mr. Digman’s major contributions revolves around the shift from paper to electronic filing. With leadership, vision, persistence, and patience, he helped shepherd the department into a new age of online filing, accounting for tens of millions of dollars in savings each year in processing costs.

 

He played a large role in the development and implementation of the Tax Department’s comprehensive suite of online services. There are now more than 60 online services, including those that allow businesses to conduct virtually all their tax business online – “a great leap forward” in cost-effective tax administration.

 

Commissioner of Taxation and Finance Thomas H. Mattox said, “Fundamentally, Brian and his team changed the way our agency does business, making it possible for us to greatly improve customer service and adapt to the e-business economy.”

 

Mr. Digman also played a role in upgrading the Tax Department’s call center, accounting for more intelligent call routing, administrative cost savings, and enhanced applications, leading to the department’s ability to respond to more than 3.5 million phone calls annually.

 

As the 2012 CIO of the Year, Mr. Digman will be featured in Public CIO Magazine — a Government Technology publication.
